The Union Minister of State (Independent Charge) for Development of North Eastern Region and Minister of State for Parliamentary Affairs & Chairman, North Eastern Council, Shri Paban Singh Ghatowar will present on the occasion of a special function to mark Platinum Jubilee celebration of the Assam Legislative in Guwahati tomorrow.
The Assam Legislative Assembly commenced functioning on April 7, 1937 at Shillong, the erstwhile capital of the composite state of Assam. In 1972, the Government of Assam decided to shift the capital to Dispur, Guwahati from Shillong. Accordingly the first sitting of the Budget Session of the Assam Legislative Assembly was held at temporary capital at Dispur on 16th March, 1973. Late Sarat Chandra Sinha was the Chief Minister at that time and B.K. Nehru was the Governor of Assam. In 1978, the strength of the Assam Legislative Assembly was raised to 126 on the basis of the Census Report of 1971 and the same strength of member continued to maintain till the 13th Assam Legislative Assembly. The Assam Legislative Assembly has so far 18 Speakers since its inception. Late Babu Basanta Kumar Das was the first elected Speaker of Assam Legislative Assembly and Shri Pranab Kumar Gogoi is at present the elected Speaker of the 13th Assam Legislative Assembly.
Erstwhile Assam, over the period, was truncated to several smaller states to meet the aspirations of the people of the various other states of the region. Thus, the metamorphosis of the Assam State legislative Assembly, after the formation of other states, has seen the State Legislative Assembly playing the crucial role of elder friend in cooperation and coordination among the various Assemblies of the region. The long and glorious journey of Assam Assembly has distinctly shaped the political life of the region. The assembly truly functioned as the temple of democracy and played the pivotal role in bringing unity amongst the diverse tribes and class of people.
The function assumes greater importance as the Prime Minister of India Dr. Manmohan Singh, who is elected as Member of Parliament by this Assembly itself, will remain present to grace the occasion.
